As the second report published by the dispersed coal management research group within the China Coal Cap Project, this report sums up lessons and experiences in dispersed coal governance learned throughout the past year, and raises current challenges and recommendations for next steps. In 2017, dispersed coal consumption was reduced by 65 million tons. In 2018, the first year of 3-Year Action Plan for Blue Sky, dispersed coal is still one of the top priorities. The report suggests that, by promoting the northern clean energy heating system, updating outdated industrial capacity standards, and speeding up the elimination of small coal-fired boilers, dispersed coal consumption could be reduced by around 60 million tons in 2018.
