Industrial parks are essential levers for economic development and promoting green and low-carbon development in Inner Mongolia. With its electrolytic aluminum industry relying heavily on coal power, Holingol Industrial Park has high coal consumption, low efficiency of resource utilization, and high carbon emissions intensity, which is representative of industrial parks in Inner Mongolia. This report identifies the difficulties in the low-carbon development of Holingol Park and proposes pathways and policy recommendations for the green and low-carbon development of the park.
