Henan is one of China’s largest provinces in terms of population, agriculture and industry, and also of the major coal producers and consumers. Under the constraint of the Dual Carbon goals, the study selects Henan’s power industry – a key industry in coal control and carbon reduction – as the target and, based on a consideration of Henan’s actual situation as a large energy capacity and consumption province, proposes a roadmap for total coal consumption control for the province’s power industry.
