The report summarizes the operational situation of small and medium-sized coal-fired power plants in Shandong province, the main challenges and problems confronting these coal-fired power plants, and subsequently explores the pathways towards high-quality development. These pathways encompass building new plants while phasing out old ones, upgrading and renovation, optimized replacement, mothballing to serve as emergency backup, complete shutdown, continued operations, and reasonable new additions. On this basis, the report proposes relevant policy recommendations and safeguard measures for the low-carbon and high-quality development of small and medium-sized coal-fired power plants in Shandong Province.
