Two Reports Released: Scaling Up Virtual Power Plants in China

Mobilizing flexible demand-side resources is a crucial path for driving power system low-carbon transition. Virtual Power Plants (VPPs) provide the means to do so by aggregating and controlling demand-side resources, but more support is needed to enable VPPs to scale and regularly participate in the operation of the power system in China. To call attention to VPP development, NRDC released two reports with Chinese industy thinktanks on November 21: a report titled Research on Technological System and Business Model for VPPs, which proposes a development path for VPPs that aligns with China’s dual carbon goals, and a report titled Development Status of the Yangtze River Delta VPPs which assesses the VPP resource potential in the Suzhou Industrial Park. The report release event included a panel discussion on the development of demand-side resources with experts from the National Development and Reform Commission, academia and industry think tanks. The experts called for accelerating the establishment of technical standards, strengthening the coordination between the power sector and the end-use sectors, and leveraging power market mechanisms. The report findings and the experts’ views were reported by major Chinese media, including China Economic Times, China Energy News and Cailianshe.
