NRDC completed a report on the feasibility of introducing energy performance benchmarking and data disclosure to China's building sector. The report analyzed a survey of key stakeholders' attitudes toward benchmarking and disclosure and highlighted the significant energy savings potential of Changning District in Shanghai, which has a population equivalent to that of Seattle. The report aimed to inform local policy makers of the development of China's first regulation on buildings' energy benchmarking, after three years of continuous advocacy from NRDC. The policy draft is expected to come out this coming spring. NRDC will continue to work closely with Changning and provide technical support to develop the draft regulation.
