Bottlenecks & Breakthroughs: The 2012 Pollution Information Transparency Index (PITI) Fourth Annual Assessment of Environmental Transparency in 113 Chinese Cities

For four years, NRDC has been developing the Pollution Information Transparency Index (PITI) with the Institute of Public and Environmental Affairs (IPE). The PITI report assesses and ranks 113 Chinese cities by their environmental information disclosure. Since late 2012, there has been rapid progress in policymaking from the Ministry of Environmental Protection, which have strengthened the mandatory disclosure of pollution information. To factor in the recent progress, NRDC and IPE recently held a workshop that revised the indicators, putting more emphasis on emissions data and information about environmental impact assessments (EIA). We also held a workshop with IPE on a related project, "Take a Picture, Locate a Polluter," to develop an annual work plan to monitor, evaluate and report cases of pollution.
