China's nearly 300 prefecture-level cities are the focal points of China's green low-carbon transition, and should implement strict and effective air pollution and environmental protection policies. The Urban Coal Cap Policy Plan and Case Study forecasts that urban coal consumption will peak before 2020 at around 3.2 billion tons of coal equivalent.
