This text attempts to take the first step in summarizing China’s Air Pollution and Control Law and the most important points and questions brought forth by this legislation. In writing this summary, we hope to initiate a deeper and wider-reaching discussion on air pollution in Beijing. On one hand, we hope that from this discussion burgeons a more complete set of questions and understanding of the issue of air pollution. On the other hand, we hope that through this dialogue we can become aware of, address the issues of, and expand our discussion of other important air pollution issues.
