Renewable energy integration remains a critical challenge due to a combination of factors including a slow electricity consumption growth, lag in thermal power flexibility retrofit, the large proportion of heating units and captive power plants, and the need to improve the mechanism of coordination between stakeholders from renewable and traditional energy. To further integrate renewable energy and improve the flexibility of power grid, NRDC worked together Xi’an Jiaotong University (XJTU) to carry out a research project, with the purpose of constructing a regional ancillary service market that is compatible with the development of the electricity energy market in Northwest China, so as to ensure the safe and stable operation of the power system while decarbonizing the power grid. This project proposes a set of electric power ancillary service market mechanism that takes into account the characteristics of Northwest China, to further promote the energy transition in the northwest region, while contributing to the construction of an environment-friendly and resource-saving society in China.
