Proposal for the "14th Five-Year Plan" - Obstacles and Breakthroughs in Increasing Efficiency of China's Existing Public and Commercial Buildings

Existing public and commercial buildings have always been an important fixture in energy conservation work due to their high energy intensity and large building stock. However, energy efficiency of those buildings has also seen the slowest progress. Looking ahead to China’s national goals in the "14th Five-Year Plan," public and commercial buildings still remain an important driving factor in economic development. If no institutional breakthrough can be achieved, the increase in building energy consumption as a result of existing low energy efficiency will not only prevent China from achieving it’s national carbon emission peaking goal but also waste valuable societal resources. 

Luckily, with a general increase in energy conservation awareness, intensified economic adjustments, aging building facilities, and the real estate industry’s shifting to a business model of stock renewal and rapid deployment of energy-saving technologies, energy conservation in existing public and commercial buildings is thus set to see rapid growth and change. 

Based on an analysis of obstacles and opportunities, this report proposes policy recommendations for the "14th Five-Year" period in an effort to provide a reference for policy authorities in formulating “14th Five Year Plan” building energy-saving strategies. Specific policy recommendations include motivating energy-saving behavioral change in owners by stimulating a collective sense of social responsibility, providing building owners with “diagnosis-guided” services, promoting comprehensive sub-system energy efficiency improvements, popularizing retro-commissioning, as well as supporting domestic energy-saving technologies.
