Based on the perspective of industrial relevance and carbon emissions reduction, this report explores the prospects for Shanxi province to develop its non-coal economy, covering 10 industries such as textiles, sports and entertainment, and finance. Based on analysis, the report finds that 5 key areas for Shanxi’s non-coal economic development during the 14th Five-Year Plan period are: advanced manufacturing, digital economy, cultural tourism and health care, modern logistics and deep processing of agricultural products. The report puts forward some measures to promote the development of key non-coal industries in Shanxi during the 14th Five-Year Plan period, as well as sets forth strategic objectives. It briefly discusses incentive mechanisms to promote the development of Shanxi’s non-coal economy. We hope this report can provide a reference for government policymakers’ decision-making in balancing carbon emission reductions, energy security and economic development.
