In November 2021, China issued a circular on strengthening the nationwide battle to prevent and control pollution. The circular, jointly released by the Communist Party of China Central Committee and the State Council, proposed that during the "14th Five-Year Plan" period, the Fenwei Plain shall achieve a negative growth of coal consumption. This report provides an in-depth analysis of the current situation of coal control and carbon reduction in the key coal consuming sectors such as power, industry and household use, focusing on the 14th Five-Year-Plan period and looking ahead to 2030 (the target year for carbon peaking). The report predicts and analyzes the coal reduction potential of Fenwei Plain to formulate the pathway of coal control and reduction for Fenwei Plain in the "14th Five-Year Plan".
