Mobilizing flexible demand-side resources is a crucial path for driving the low-carbon transition of the power system. Virtual Power Plants (VPPs) provide the means to do so by aggregating and controlling demand-side resources. This research report, a collaboration between NRDC and the China Electric Power Research Institute (CEPRI), analyzes the technological system and business model needed to enable VPPs to regularly participate in power system operations and proposes a development path to scale up VPPs in China.
