The Yangtze River Delta (YRD) region is a high power-consuming load center in East China. Virtual Power Plants (VPPs) can serve as an intelligent management system for aggregating demand side resources and distributed generation to help meet growing electricity demand and alleviate grid constraints. NRDC, in partnership with China International Engineering Consulting Corporation (CIECC) Jiangsu Company, studied the development status and practices of VPPs in the YRD region and selected Suzhou Industrial Park as a case study for assessing VPP resource potential. This report provides policy recommendations to help unlock the economic value of VPPs and their potential for nationwide deployment.
