This report is a collaborative effort between NRDC and the First Institute of Oceanography, Ministry of Natural Resources. The definition of Other Effective area-based Conservation Measures (OECMs) is ‘A geographically defined area other than a Protected Area, which is governed and managed in ways that achieve positive and sustained long-term outcomes for the in-situ conservation of biodiversity, with associated ecosystem functions and services and where applicable, cultural, spiritual, socio–economic, and other locally relevant values’. With reference to ‘Recognising and Reporting Other Effective Area-based Conservation Measures (2019)’ by IUCN and consideration of China's marine management policies and conservation status, the report examined the marine areas within 12 nautical miles where management entities exist. It proposed identification criteria for China's marine OECMs and conducts screening of potential OECMs.
