The First Quantification Analysis of Demand Side Resources

Addressing power supply and demand imbalance through the use of demand-side resources (DSR) is a relatively new approach at the current stage of power sector development. The analysis and determination of regional demand-side resource potential are a key to enable the scientific and rational development of DSR, including uncovering and realizing their market value. NRDC released a report with ERI, Huzhou Power Supply Company, CLET on June 5th, 2020. The report proposes a practical methodology for quantifying the amount of demand-side resource potential, including a four-quadrant analysis method for prioritizing end user-side resource development. The report provides a basis for advancing DSR utilization and market participation from the perspectives of macro government planning, industry sector and enterprises. The city of Huzhou is selected as a case study for the DSR potential analysis to provide theoretical support for the construction of a diversified and highly resilient power grid, as well as the formulation of comprehensive resource planning and green development strategies. Huzhou is a key city in the Yangtze River Delta, one of China's most economically active, open and innovative regions. The city is facing power shortage due to fast development and is keen to leverage on the DSR potential.  According to the analysis, the DSR is expected to supply up to 16% of the peak load in Huzhou.  The experts were invited to the report release to discuss the opportunities and challenges brought by the new infrastructure and the power market, and the role of DSR in urban power system planning. The experts agreed on the important role of DSR in decarbonizing the power sector. As a next step, we’ll continue expanding the scope of case studies to better quantify the DSR potential and to support  DSR to realize its market value.
