Foreign aid is an important tool for enhancing national influence and soft power. Establishing a comprehensive foreign aid management institution is thus an important requirement for ensuring smooth international development under the Belt and Road Initiative. Based on China's overall security plan and the development goals of the the Belt and Road Initiative, and referring to international experience, this report puts forward suggestions for establishing the China Comprehensive Foreign Aid Administration, including administration positioning, responsibilities and programs.
