This report reviews the coal consumption control in electric power sector during the 13th Five Year Plan (FYP) and forecasts the power demand and supply during the 14th FYP. It analyzes the key problems and brings policy recommendations. During the 13th FYP, 385 million tons of coal are saved in electric power sector. The report estimates that the growth rate of power demand will be about 4% - 5% per year in the 14th FYP, and suggests that the coal power capacity should be confined to under 1100 GW by 2025 to meet the balance between power demand and carbon emission constraints.
