NRDC Supports Shanghai Develop China’s First Building Energy Benchmarking Regulation

In order to promote building operational energy efficiency and accelerate the retrofitting of existing buildings, the Changning district of Shanghai has decided to issue China's first regulation on the energy performance benchmarking and data transparency of buildings later this year. NRDC has been providing direct support for this policy through research reports, study tours, and workshops. This April, NRDC completed a report on the feasibility of introducing energy performance benchmarking and data disclosure to China's building sector based on a case study in Shanghai. In February and September, NRDC brought Laurie Kerr, an international energy efficiency expert, to Changning to help with two three-day trainings Laurie helped develop New York City's plan for sustainable growth, PlaNYC, and led the creation of its signature energy efficiency policies in the Mayor's Office of Mayor Bloomberg. Based on NYC's experience, detailed suggestions were submitted to Changning to help optimize its draft policy.
