On December 11, 2014, Shanghai Municipal Commission of Economy and Information held a year-end meeting to summarize the progress and results of the Shanghai demand response (DR) city pilot, the first of its kind in China. A total of 33 building customers and 31 industrial customers participated in the Shanghai DR program this past summer, delivering more than a 10% reduction of the peak load on average. The meeting was attended by officials from the National Development and Reform Commission (NDRC) and the Shanghai DR implementation team, which is comprised of utilities, aggregators, research institutes, and businesses. NRDC and other organizations shared experiences and discussed challenges to establish the sustainable implementation mechanism of DR in the future. Shanghai’s pilot has proven that there is great potential for DR in China, and the central government is now actively promoting the program in other pilot cities in China. Next year, NRDC will lead the effort to help Shanghai move away from traditional electricity load management to a market-based mechanism that will make DR even more sustainable.
