The Domestic Emission Control Area (DECA) regulation, which mandates ships to use lower sulfur-content fuels, is currently an at-berth requirement in China. Beginning in January 2019, the standard will be expanded to apply to all ships operating anywhere inside the waters of the DECA regions as well as ships berthing at the DECA ports. Using remote measurement technologies to measure ship emissions at sea will be critical to monitor compliance. To support China in developing an effective remote measurement program, NRDC, together with the Shenzhen-Hong Kong Office for Marine Emissions and Control and China Institute of Navigation, jointly organized a workshop in Shenzhen on May 3-4. Ten domestic and international experts presented and discussed their latest research and experiences to an audience of over 60 participants, including 32 representatives from different regulatory agencies. The workshop was very well received.
