The Domestic Emission Control Area (DECA) regulation, which mandates ships to burn lower sulfur-content fuels, is now an at-berth requirement. Beginning on January 1, 2019, it will be extended to cover all ships operating and berthing anywhere within the waters of the DECA regions. Shanghai and other Yangtze River Delta ports will enact the stricter standard on October 1st, 2018. To assist Shanghai Maritime Safety Administration (MSA) to effectively enforce this regulation, NRDC joined an internal workshop on August 17 organized by Shanghai MSA to present the EU’s experiences in checking ship emissions at sea using remote measurement technologies, and provided comments on Shanghai’s draft enforcement guideline. In the same week, NRDC was also invited to present enforcement best practices to MSA officials from Tianjin, Ningbo and six other DECA ports at a workshop in Beijing.
