Shanxi is one of the biggest coal-producing and consuming provinces in China and has witnessed a surge in coal consumption during the 13th Five-year Plan (FYP) period. The provincial government has set a target to cap coal consumption by 2025 but did not announce any specific targets in its 14th FYP. On July 14th, NRDC, partnering with the Taiyuan University of Technology and Coshare Environment, released a report entitled, “Capping Coal Consumption in Shanxi in the 14th FYP period - A Pathway to Achieve Dual Goals of Peaking Carbon Dioxide Emissions and Improving Air Quality” . The report recommends that Shanxi’s coal consumption should be capped at around 320 - 340 million tons by 2025 to help the province peak its carbon emissions and contribute to achieving the country’s national climate targets. The report also provides recommendations for major coal consuming sectors like electricity, coking, and steel to help Shanxi control coal consumption more effectively. Around 80 participants joined the launch event, including officials from the Provincial Energy Bureau, Ecology and Environment Bureau, Industry and Information Technology Bureau, Development and Reform Commission, and representatives from energy bureaus in ten cities across Shanxi Province, as well as experts from industry associations. The recommendations were covered by the state media Xinhua News Agency and People.com, as well as key industry media including China Energy News and China Coal.
