NRDC has been working for years to support research and discussion for the development of climate laws in China. As part of the efforts, NRDC co-organized a high-level workshop on “US-China Exchanges on Climate Change Legislation" with the National Center for Climate Change Strategy and International Cooperation (NCSC) on December 8. The workshop invited leading US climate law experts, including former EPA General Counsel Scott Fulton, Director of Sabin Climate Change Law Center Michael Gerrald, UC Berkeley Professor of Law Alex Wang, and NRDC Senior Strategic Director Jake Schmidt to introduce the latest progress in the US, including the Inflation Reduction Act, California’s new climate legislation package, 45Q code on CCS, and the Supreme Court ruling limiting the EPA's authority to curb power plant emissions. Officials from the Ministry of Ecology and Environment (MEE), the Ministry of Finance, the State Council Development and Research Center, the Chinese Academy of Fiscal Sciences, the Energy Conservation Center, and judges from China’s Supreme People’s Court joined the discussion. Xu Huaqing, the Director of NCSC, pointed out that the workshop would help implement "regulatory frameworks and environmental standards related to reducing emissions of greenhouse gases" proposed by the US-China Joint Glasgow Declaration on Enhancing Climate Action in the 2020s.
