Promoting an Overarching Power Market Design

To promote the development of an efficient and effective competitive power market, NRDC and the NDRC Institute of Market and Price rolled out a joint report on the “Holistic Study on Constructing a Competitive Power Market in China” in October 2018. This report takes a comprehensive view of the market and provides recommendations for an overarching market design, including near- and long- term goals and implementation arrangements. Findings from the research indicate that in the near-term, particular attention should be paid to the selection of wholesale market trading models, market participation by renewables and large hydro plants in the west, measures for addressing market power, connections between intra- and interprovincial trading markets, positioning of market organizations, and cross subsidies among different electric rate classes. The report findings and recommendations have been widely disseminated and were well-received in various government-supported meetings, media interviews, and industry journals.
